Waterway toll: Paraguay will appeal to the Mercosur Permanent Review Court

After the meeting of the members of the National Waterway Commission, the national chancellor Rubén Ramírez Lezcano, announced that Paraguay will appeal to the Permanent Review Court, Mercosur’s conflict resolution body, for violation of the Treaty of Asunción as a new measure to try to unblock the toll crisis on the Paraguay – Paraná waterway.

“We are already articulating with the attorney and the legal adviser of the Presidency, all the means and resorting to that instance is contemplated in the waterway treaty itself for dispute resolution,” he said.

On the other hand, he pointed out that “We are arbitrating in the diplomatic field and we are not going to reserve any of the possible measures to be able to resolve this purpose. We are always open to dialogue to resolve problems.”

For his part, Raúl Valdez, a reference from the Center for River and Maritime Shipowners (CAFYM) of Paraguay, said that they support all the actions that the Foreign Ministry will carry out.

“The waterway is strategic and vital for us, but we need free navigation to be guaranteed and no obstacles to be placed on us to be able to access the international market with our cargo,” he added.
